USA PUNK ? NAME THAT TUNE.....

Blog visitor Joe Williams has sent a download of an unidentified track he discovered on a tape compilation :

It sounds kinda familiar to me though I can't name the artist or title.

Joe reckons its from the USA, mid 1980's period...
